The Charter of the Second Consilium of Brisbane

We, the Awakened of Brisbane, do hereby declare our desire and intention to form the Second Consilium in the City of Brisbane. We do this because we believe that the Awakened require leadership and guidance on the path to enlightenment, and we believe based on historical precedent that the best form of self-governance by the Awakened takes the form of the Consilium as it has been practiced since the Fall of Atlantis. We further draw on the inspiration from the example of the First Consilium; founded with the recognition of the cabals known as the Gaslighters, the Black Palms, and the Aces in the year 1927 and tragically lost due to the catastrophic battle of 1982. This predecessor ensured the peace and prosperity of those Awakened who acknowledge the heritage of Atlantis and cleave true to the spirit of the Oracles who sought to ensure humanity would not be forever robbed of its right to Awaken, and it is by their example that this Second Consilium is formed with the recognition of the cabals known as the Lighthouse and the Stonemasons in the year 1990 and extends an open invitation to those cabals who wish to join in the future.

This charter hereby declares that the primary purpose of the Second Consilium of Brisbane is to ensure peace and security for the mages whom it recognizes. This entails first that it act as a mediator for any conflicts between cabals which it recognizes, investigating and facilitating dispute resolution such that none of the Awakened in Brisbane need resort to petty and uncivilized violence as their only or primary form of recourse against misdeeds. This entails second that it is able to act as necessary to police the Awakened which it recognizes, passing judgements in the course of dispute resolution which it expects will be respected by virtue of the Supernal Mandate of its Council and their wise consultation of the Lex Magica Brisbanensis. These twin purposes shall be enforced fairly and without prejudice as befits a polity based upon the Awakened principles of wisdom, knowledge, and skill.

It follows from the responsibility to ensure peace and security that certain agents of the Consilium will hold certain powers and perform certain duties. The traditional office of the Sentinel, whose existence follows historical precedent and the recognition of the Silver Law of the Lex Magica Brisbanensis, will be upheld by the Second Consilium of Brisbane. They are tasked with being the hands of the Council and acting to ensure its security, the security of any open meeting it holds, and the peace that the Consilium seeks to uphold. They are bound to act in accord with the Lex Magica Brisbanensis, for the good of all Awakened.

It likewise follows from the responsibility to ensure peace and security that the traditional office of the Herald be upheld and respected with the support of historical precedent of the recognition of the Silver Law of the Lex Magica Brisbanensis. They are tasked with being the voice of the Council and acting to ensure that its judgements are well known and that it is informed of any grievances or matters of interest which occur within its sovereign territory. They are bound to act in accord with the Lex Magica Brisbanensis, for the good of all Awakened.

In accordance with the Second Consilium of Brisbane’s intention to uphold the traditions of the Consilium as passed down to us from the time following the Fall of Atlantis, it holds that a Council of wise and skilled mages bearing a Supernal Mandate should form its central body and that one amongst them should be chosen to act as their leader. Their Supernal Mandate is grounded in ancient tradition, which declares that any polity which seeks to govern the Awakened must reflect the Supernal Realms if it is to have a claim to authority. Thus it is that the Second Consilium of Brisbane shall have a Council of Five mages, with one drawn from each of the five Paths. By doing so it demonstrates that it is in harmony with the Supernal Realms and that its judgements will be informed by all five Oracles by way of their Watchtowers. This Council shall, in accordance with these same traditions, select according to the provisions of the Lex Magica Brisbanensis one of their own to hold the vaunted mantle of Hierarch and act as their leader.

The ancient tradition of Consilium makes provision finally for each of the five Councillors to appoint one other mage as a personal aide, and thus to hold the office of Provost to the Consilium. They shall bear the responsibility of assisting the Councillor in their formal duties as outlined in the Lex Magica Brisbanensis, and shall likewise be bound to act in accordance with those hallowed laws for the good of all Awakened.

In order to pursue its stated purpose of upholding peace and security for the Awakened of Brisbane, the Second Consilium of Brisbane asks that those mages whom it recognizes be willing to provide support for its continued operation.

In the most basic, this requires that all Awakened who are recognized by the Consilium and submit themselves to its protection respect any and all of its judgements. The basis of civilized society is a respect for law and order, which entails that those who wish to participate in the society be willing to respect legitimate authority and if they wish to oppose some aspect of that otherwise legitimate authority they do so through proper systems of recourse.

In times of serious conflict, the Consilium asks that all Awakened whom it recognizes be willing to provide an appropriate measure of their time or material resources for the purposes of dealing with the threat for which they will be compensated.

These provisions the Second Consilium of Brisbane has sworn to uphold in accordance with the traditions of Iron Law. May this Consilium retain its Supernal Mandate and faithfully uphold its sworn responsibilities until such a time as the Awakened achieve their final ascension and the enlightenment of all humanity renders its existence and operation obsolete.
