GAME INFORMATION

INTRODUCTION

“The unrest has been building for too long now.
They tell you nothing and yet you sense the grip it has on the city.
The Oracle overthrows The Prince, but you can still feel it. You feel it in the stillness if the alleyways and you taste it in the blood of the kine
Something is deeply unsettling and the heart beat of the city is wrong, its rhythm is off key, not a pattern but a Sonata of still screams.

Maybe you'll encourage it?
What is it?
And why has no one spoke of Melbourne outside the city limits..."

For years now, under President Lillian Grange, Melbourne has been a walled city. No one who comes in has much contact with anyone, and no one who goes out seems to remember things for long. Friends have left and never returned, you contact them and they seem to only have the vaguest knowledge of your many years of a friendship. Each covenant has been isolated from the rest of Australia. The city began to decay.
Something rotten at the core of the city began to seep into every aspect of the once grand city.
Behind closed doors, away from the street lamps and listening ears, a plot forms. The Circle of The Crone and The Carthian Movement of Melbourne conspire together; overthrow President Grange, free the city.
Three months of planning before the declaration is made by Blair, Hierophant of Melbourne, only to be met with laughter and scorn. It takes less than a month for the take over to be complete.
All of Grange’s supporters are either killed, torpored, or banished from the city. Enchantress Blair Una takes centre stage and declares that the city is reopening, so let the word out.
Some feel freedom for the first time in months, some are left sweeping up the ruins of their once great empires. Everything is changing.

EXCLUDING THE GREATER GEELONG AREA (as identified in SIR VSS and half of Port Phillip Bay - everything east of Little River and a 10km area around the Bellarine Peninsula, with the exception of the Rip which is divided evenly)]

SETTING

Diligence - Protect The City - We love our city and we work hard to maintain it. Uphold the law, keep the industry going and keep streets clean.
Vanity - Uphold The Image - We have handled ourselves for long enough without assistance or influence from the outside courts of Australia, why should we need them now.

THEMES AND MOOD

Rebirth - A New Beginning: The city is open once more. The old Prince is banished and their rule unmade. The city will rise from the ashes, break down its self imposed barriers, and flourish now more than ever.
Secrets - It Always Gets Out: Even that which you keep close to your chest will be glanced by those who know how and where to look. How hard will you try to hide that which always gets out.

PREFERRED CHARACTER TYPES AND RESTRICTIONS

Player character types that we are looking for.

• Idealists: Characters who dedicate themselves to one of the ideals of their clan or covenant.
• Investigators: Characters, who are ready to solve any puzzle, dig into any hole and follow their noses.
• Meet & Greet: Characters devoted to influence, socialites, and the world of the Kine.
• Politicians: Those who are interested in playing a hand in the Kindred society, movers, and shakers, playing to win in the game of power.

Concepts We Would Rather Not See

• Mafia Big Boss /Head of Family/Syndicate Boss - (Mafia involvement is ok, but not the BOSS)
• Perfection I have no flaws.
• Doomed Mary Sue (Self Destructive as a concept)
• First People’s Spirit Shaman/Witch doctor
• Antagonistic and aggressive to a particular group, Clan/Covenant, or Character/Coteries.

TRAVEL

Travel in and out of Melbourne isn’t limited and characters will find a wide variety of methods available to them. Currently we have 24/7 flights through Tullamarine Airport, country roads and highways that spread out to major cities, the vLine and Great Southern Rail that goes out east through Adelaide and north to Sydney. Those willing to get their hands dirty will find that there are plenty of unscrupulous methods to get into the city, such as stowing away on a freight ship, hiding within a shipping container or simply being smuggled in.
Money and influence open many doors.
[NOTE: Avalon Airport lays within the SIR VSS (Geelong) and any travel to Melbourne through there will need to go to the Southern Cross ST team]

EXTERNAL FACTORS INFORMATION

BEATS

Beats
All AVST’s Receive an additional 2 beats per game they assist with.
The VST will receive 5 beats per game run.

Character Creation
All primary characters receive 150 + their MC x 5 in beats as per the universal addenda.
In addition, characters may also receive experience points at creation for the following at the discretion of the VST–
• Character Creation Document: 20 beats for the completion of a Character Creation Document (can only be claimed once per character).
• Character Ties: 1 beat per character tie at Character creation (Max 5)
• Wiki Pages: 5 beats for creation of a detailed Wiki page for your character (can only be claimed once per character.)
• Game Materials: 1 beat for creating game materials that benefit the majority of characters: (Creating maps, NPC’s, plots, places of interest, world building items etc.) at discretion of VST.
Note: These XP bonuses are considered creation XP and are not subject to the Incremental Maximum

General Monthly Beats:
• Game attendance: 5 beats at conclusion of the game.
• Downtime Submission: 5 beats for submission when received on or before cut-off time.
• Downtime Actions: 1 beat when performing actions that are dedicated to resolving aspirations, at discretion of VST.
• Costuming: 2 beats will be awarded for costuming at games.
• RTR’s: 1 beat for participating in with a supervising storyteller present, or when submitting a report to the VST, at discretion of the VST (max 3 per month).
• Resolving mundane Conditions: 1 beat at discretion of VST.
• Major progress towards Aspirations: 1 beat when making major strides towards fulfilling long term Aspirations at discretion of VST.
• Dramatic Mundane Failure: 1 beat when potential for dice roll and you elect to take a dramatic failure to further the narrative. At discretion of VST.
• “I train you” actions: 1 Beat. This is when you use your I train action to train someone else.
• Mask and Dirge: 1 beat when players gain all WP back from indulging their Mask or Dirge completely.
• Blood Beats: As per page 255 of the Vampire the Requiem CofD core book; Blood Beats allow 1 beat whenever parameters are met. These beats can only be used for Blood Potency.

CIRCLE OF LOVE

After game everyone will run Circle of Love, the Player with the most Votes will get to choose from a fewprizes.
I. Clue Card: You get a Clue Card that can be used to help solve a plot
II. Cheese Grater: Turn a success into an Exceptional Success (does not earn a subsequent beat)
III. Beats: Two beats can be awarded

DOWNTIME HANDLING PROCEDURES

Downtimes must be submitted at least 10 days prior to the upcoming game. Any downtime submitted after that may not be completed by game. If you wish to have a scene from your downtime played as an RTR please state so by adding [RTR Request] in the action.

CUSTOM RULES

CDD’s: CDD’s are not compulsory. However, they are required for any approvals above low.
Attribute Approval: Characters with an attribute at 1 dot will be considered Low Approval as human average for any attribute is 2 dots in this VSS. Similarly attributes above 3 are Low Approval as 4 or more imply a lifetime of dedicated practice.
Transfers: All Transferred characters sheets will be audited and potentially changed to reflect the Game being run in this Venue (standard approvals still apply; all changes must be approved by both the VST and Player)

BLOOD AND FEEDING

BLOOD

The city modifier is based on current city events.

BLOOD BONDS

Characters who consume blood from another kindred enter the vinculum. This is defined by a character consuming a full “Point “of Blood which is 570mls. A vinculum is only created by consuming this full point of blood.
If a character drinks multiple points in the same scene, only one single stage of vinculum is formed.
A taste isn’t enough.

A single taste of blood isn’t enough to trigger vinculum, lordly palate, and Cruac rituals do not trigger Vinculum.
Vampires having “Intimate Relations” does not trigger vinculum.

PROXIES TO OTHER DOMAINS

All non-physical proxies out of Melbourne are required to be sent to the VST at least two weeks before the proxy date to allow time for processing. A full proxy form is required.
All physical proxies out of Melbourne require the following information to be sent to the VST at least 48 hours before the game date:
• Intent of visit
• Travel dates
• Travel method
• Accommodation
• Vitae replenishment method

NEW/INTERSTATE CHARACTERS

NEW CHARACTERS
New Players: Talk to the VC, or VST via email or Melbourne Discord server
New players to the Melbourne Domain are required to speak to the Storyteller regarding character creation should they be interested in this game. New players are given a ‘white lanyard’ status which effectively means that the need not worry about tests being performed on them. They will also start with an additional 3 XP after the first game to help get them started.  

New characters will not be approved on the spot.
The VST reserves a minimum of one week to study the character prior to approval. Characters must be submitted by the Friday one week before the first session you would LIKE to play it at the latest.
The VST may approve character concepts, allowing play without a character sheet. In this case, any challenges in scenes will be narrated and negotiated for outcomes without an approved mechanical sheet.

The VST may deny character concepts or sheets. This is their prerogative. If your character does not suit the venue then it is up to the VST whether you are allowed in.
Players are required to submit characters as an electronic version (Excel format preferred) no less than one week before the game; preferably accompanying the character concept.
Players are expected to submit a brief character history, in dot point form, within a month of the character starting play. This is to allow time for the player to build ties and generate a solid background for the character.
Players creating a Secondary or second Primary character in this game are not permitted have the same Clan or Covenant, or belong to the same coterie, for the character as their primary character.
Players creating another character after their previous is killed are not permitted have the same Covenant, Clan or be in the same Coterie, for their character as the deceased. If this subsequent character is killed or retired before six (6) months following the death of the initial character, the following character cannot have the same Clan, Covenant, or Coterie as the previous characters.

INFORMATION FOR EXTERNAL FOLKS [FROM ANOTHER DOMAIN] Transferring Players: For characters transferring VSS, please forward character sheets, CDD, and any Approvals to the DST and VST for clarification and integration into the local domain and venue. Please also submit the last three months of downtimes and responses from your previous domain where possible to understand more about the character and how they act in their between periods. Also, note that transferring characters may be subject to some alterations to their sheets to account for the change in VSS or to make them more consistent with the new VSS, all alterations will be done after consultations with the player.
Proxies: All proxy requests are to be submitted to the VST at least one week before the game and must include travel instructions, rest locations and Vitae acquisition. Proxy rules are as per the BTS Addenda.
It is highly recommended that any proxy form includes where the character is staying, how they get into the state, what they bring, where they will be feeding. Who they bring with them and where they will be staying and which Kindred is vouching for them. Proxying into Melbourne will be difficult and very dangerous, and players are reminded to take great care when preparing proxy requests.
All external players must contact both the VST and the VC to confirm their attendance to the game prior to arrival as per the Australian Addenda.
