The Precept of War

These are Set Rules of Engagement for Mages and Cabals ro Engage in Mystical Warfare. These rules will be set out by the Current Council when this Law is Declared. The Lex Magica Strongly Suggests War solved by Duel Arcane.

The steps of engagement are as follows.

  • Mage/Cabal formally appears before the Consilium, petitioning Councillors to accept their temporary withdrawal from their system of Law under the Precept of War.
  • By tradition, they testify to the actions that the rivals have taken against them.
  • The Consilium renders verdict and can formally proceed by Invoking the Lex. (If they disagree, it's a warning to the warmongerer that no matter what they claim or do, they'll be judged under Consilium Law for it.)
  • If the Consilium has precedent for magical war, the Mage/Cabal would be wise to announce their limits of aggression. In Feudal Japan, warlords distinguished between High and Low war, being careful distinguish when they were honorably engaging on the battle field — and carefully timing the moment when assassins moved into position and all honor was abandoned. In the same way, a cabal can declare its “rules of engagement” when it temporarily withdraws from the Consilium. If the Consilium can’t prevent the war, the Councilors can at least limit it. The Consilium might decide to dispatch Sentinels to break up the fight, but some cities act as intermediaries for the inevitable conflict. Typical rules include the following:

— Street Warfare: The cabal announces that it will attack on sight, but not violate the sanctity of its rivals’ sanctum. — Spiritual Warfare: The cabal announces that they intend to use open magic in the Shadow Realm, an invitation to “take the fight outside,” so Sleepers needn’t witness it. — Sanctum Warfare: The cabal confides in the Consilium that it intends to strike back at its rivals’ sanctum. The cabal-members do not expect any re-dress or compensation for the retaliation that must inevitably follow. —Shadow Warfare: The cabal chooses to confide that they are striking against another supernatural society. They acknowledge that they alone are responsible, and they must personally bear responsibility for the backlash that follows. — The Duel Arcane: The cabal wants to send a champion against their rivals’ champion to conduct single combat, so that greater bloodshed can be prevented.

Involved parties with rules of engagement still expect the Consilium to step in if the fight escalates beyond that, so long as both sides agree.

VIOLATING THE PRECEPT OF SECRECY IS NEVER ALLOWED EVEN UNDER THE PRECEPT OF WAR.
