The power beside the throne. The Scourge is the bloody-handed vengeance of the Praxis, when there is an infraction, the Scourge is there, and when it warrants it his appearance means death for those that transgress the Law of the Praxis. Most worrisome is not the Scourge's zeal in ending kindred, nor his legendary near omnipresence, but that fact that no one ever sees him coming. He is always armed, usually long knives and various blades secreted on his person, sometimes blatantly wearing Japanese swords, sometimes European swords.
The Scourge has been given right of destruction on any unapproved progeny, without trial, without inquest, without mercy. The greatest carrot the Prince has is the permission to sire, and no dilution of this is permitted. The Scourge is also given free reign to destroy any unacknowledged kindred unaccompanied by a member of the court. It is also usually the Scourge, not the Sheriff to bring final death to those that transgress.
Since the assassination of Prince Harald Gille, Lucan has gone into the shadows with the understanding and endorsement of the new Prince Esteban Cortes. It's not known his motives or his reasoning, only that Lucan has served with Gille for over two hundred years. It is a safe assumption that, as usual, BadThings(TM) are going to happen.
