Raymond is the third member of the perversely-close coterie comprised of Tiberius Harkonus Augustus Marcellarius and Batavia. At first glance, he seems like the most reasonable of the trio - he's not an eldritch horror given flesh like his sister or a monstrous cannibal like his brother - which has led observers to wonder what's so wrong with him that he's found a place in this circle.
What's known of Raymond's background could be the stereotypical Invictus story - educated by a good Guild, apprenticed to a respected Alder, put together a coterie and rode their coattails into a position of ill-defined power. The one way in which it differs is his family - Raymond doesn't talk about his lineage, fobbing questions off with a self-deprecating laugh about how he's actually quite boring once you get to know him.
