2.2. Setting

Roxby Downs

2.2.1. The City:

Roxby Downs is far larger in this world than the real one. Connecting from the city of Roxby Downs to the Olympic Dam airport and village. It is very new, not even 20 years old, and well organized. All the civil structures are made for the city to grow into and can be seen above the suburbs. The city was made under special charter will all the public services run by private interests. The mine is its own entity and not owned by a larger mining company. At the mine there are accidents and deaths. This is the world of darkness, OHS is something that barely gets lip service. Drugs aren’t tested for and there are stories of amphetamines being given to crews to push them harder.
Men’s housing makes up entire suburbs near the airport and mine, they are bordered by bars and sleaze. The police are in the pockets of the mining companies and let the miners get away with a lot. In the night a populous entertains itself with alcohol, the rest of the tired worker or shadowy deeds. Women are less common than men and prostitution is common place.
It is a city where life is worth less than a mining machine, where who you know and who you can pay is more important than what you can do, where things howl in the desert and stir deep in the mine. It is a city built to service the hunger and greed of immortal monsters.

2.2.2. The Economy:

The Red Economy: Roxby Downs is a young town filled with young strong people. Many people fly in for work and expect to return home dead tired. The local population as a blood source is heavy boosted by the FiFo workers, without them the Kindred might start to have feeding problems. The rack is the pleasure district at the north of town, where being blind drunk is accepted and the men’s quarters are just a stumble through dark alleyways away.
The Visible Economy: Uranium, Gold, Copper and Silver bring in big dollars. Beyond that over charging on anything the miners need is accepted as the done thing. In the end though, it is all dependant on the mine. The mine is an entity onto itself and not part of a larger cooperation. The money goes to the Kindred Prince and his allies through holding companies.
The Hidden Economy: Drugs are made in outlying homes for miners who need a pick me up or something to relax at the end of the day. Tooling shops can make anything no questions asked. In the country guns aren’t impossible to get. Special orders of things take time and require allies.

2.3. Themes & Mood

Ancient Evil: This is an old land. There are monsters out here from before the arrival of the first people. More from the time of the first people of this country. The Kindred and other creatures that arrived with the mine and its people aren’t welcome by the ancient land.
New Greed: A lot of money flows in and out of this town. Lots of cashed up tradies hoping to pay off their first house by 21, yet they seem to always piss their money up against the wall. A few pockets, kine and Kindred, are truly filled. For ambitious arrivals there is money waiting to be grabbed, even if it is from other’s hands.
Corruption: The city is totally privatised, the private security, the local government and all the amenities. Money gets favours and priority. The law is for the convenience of the mining corporation, the few police on the payroll, the law infrequent, heavy handed and backed up by the larger force of private security from the mines.
A Frontier Town: Roxby Downs is new and a long, long way from civilisation. Power hasn’t become settled in the town even after decades and interests clash. Outside the city limits people vanish in the night….
Isolation: Roxby Downs is a long way from the coast and a long way from the capitals. Travel in and out has its risks, nothing a prepared Kindred cannot deal with but the city cannot expect the cavalry to come over the hill any moment.
Personal Horror: Bad things happen. Kindred are exceptional individuals and so exceptionally bad things happen to them. Sometimes the best one can do is take the least worst option and try to keep the last vestiges of humanity.

2.4. Preferred character types, and restrictions

All approved character types welcome with the following points.
Roxby Downs is a very new city at only 20 years old, most Kindred will have come from elsewhere with only neonates being turned locally.
Characters with personal plot arcs are preferred.
Unbalanced or ‘pointy’ characters will not be accepted.
Players are reminded that all Kindred were turned for a reason and that characters who are novelties or untrue to the genre may not be approved. Players should have a good reason as to why they were made immortal.
Once-off or throw-away characters will not be accepted. Players are encouraged to make long-lasting characters and play this character consistently until death.

2.6. Transport In/ Out Information

The airport is under the control of the mines and only made for light aircraft. Trains are for bulk freight with trucks being needed for most consumer goods due to the radioactive materials, and subsequent security, on the trains. The roads are long and dangerous with recent car jackings. Nothing that will stop a clever kindred with a retainer.
Plane travel times: Small plane from a major airport + time it takes to get to major airport from original location.
Car travel times: From sydney 18h, from adelaide 6h, brisbane 23h, for some suggestions.
Train travel times: Freight Trains travel overnight from Roxby Downs to Woomera. This train takes roughly an hour to arrive at its destination, from there public transport is necessary to go any further.

3. EXTERNAL FACTORS INFORMATION

3.1. Experience Awards

3.1.1. Creation

All primary characters receive their MC x 10 + 30 in experience points as per the universal addenda.
In addition, characters may also receive experience points at creation for the following, at the discretion of the VST:

  • 8XP for completion and submission of the relevant Character Development Document
  • 3XP for a Narrative Character Backstory.

These XP bonuses are considered Creation XP, and are not subject to the Incremental Maximum.

3.1.2. Overcap

  • 3XP for a detailed wiki page including a picture.
  • Up to 5XP for character ties, at 1XP per character tie. Players are required to communicate with VST regarding the nature and suitability of these ties.

3.1.3. Monthly Experience

  • 5XP - Downtime Submissions (1 per month) - See Template
  • 1XP – Participating in meaningful RTRs/ Forum interactions. (Up to 5 per month at STs discretion). For this ‘meaningful’ means developing the story, plots or characters. ST must receive a key points summary of the RTR.
  • 5XP - Game participation.
  • 1-5XP - ST Discretion (Exceptional roleplay, improving the Domain OOC, Wiki updates)

The Venue is using the recommended accelerated XP rules for low XP characters. If character has less than 25% chronicle cap XP they get x2 the XP amount. If character has less than 50% chronicle cap XP they get x1.5 the XP amount (rounded down per XP reward).
As the Venue is new the following extra XP can be awarded. 20xp per game for the first four months of the Venue (total of four XP rewards). This xp is non-transferable and only applies to primary and secondary characters of the domain.

3.2. Custom Rules

Dramatic Successes and Failures exist at ST discretion.

3.2.1. Cinematic Damage

Damage caps will not apply when a PC damages an NPC. Players may, with mutual agreement, remove the damage cap from NPCs to their PC or PvP. This is done so that ‘pointy’ characters are not needed.

3.2.2. Travel Dangers

The city is isolated, Kindred who travel without due care may experience problems.
Note: these problems do not necessarily mean death, no Kindred will ever find instant or inevitable death through travel. However players are asked to think about the following. If you choose roads, what if your car breaks down, there is a police roadblock, or someone tries to hijack your car? These problems can leave a kindred outside for many hours, and if it is close to the rise of the Daystar... If you do travel out of the city, just remember to write how and give some details on how you would avoid trouble if you run into it. This is a small city, not a major city, so in and outs take time. Kindred are powerful beings and if working together can create new travel options.

3.2.3. Blood Feeding

1d10 + Herd + Feeding Grounds + Haven Location +- City Modifier

The city modifier is based on current city events.

3.2.4. Clan Disciplines

To learn a Clan Discipline of another Clan you must find a teacher that has it in clan (or Bloodline). As part of the learning process you must drink a point of their Vitae to stimulate the ability in your blood.
If you start play with a Discipline from another Clan it will be assumed you have tasted Vitae before, even if it was a long time ago.
"In the end it all comes down to the Blood."

3.3. Downtime Handling Procedure

There will be one downtime a month. Due in by the 15th.

3.4. Crossover limitations

4. NEW/INTERSTATE PLAYERS

4.1. Information for New Folks

New characters should use the standard rules set for character creation, following the approved Global and Australian Addendas. For transferring characters, please forward characters to the DST and VST for clarification and integration into the local domain and venue. Please include copies of downtimes if possible to give storytellers as much to work with as possible. If you have further questions, feel free to consult the Local Storyteller.

4.2. Information for External Folks

This venue encourages active players from other domains to have a secondary character within it. However, players are not encouraged to have a secondary character on this VSS just to play in their normal location with an additional character.
When proxying an existing character over from another domain, character sheets for characters outside of Southern Cross VSS should be sent through the relevant story teller channels at least one week before a game. Character sheets for a character outside Australia should be sent through the relevant story teller channels at least one week before game in case any conversion need to be made.
