It is common knowledge that no wraith will interrupt a Ferrryman on his journey, and even the Legions give them free passage.

The Ferrymen who turned their backs upon Charon's Empire were the first real Renegades.

The Ferrymen

Recognisable by their skeletal face and hands, their flowing black robes, their long-handled scythe and their reed boat, a Ferryman is given wide berth by all wise creatures in the Underworld. Undertaking journeys of mysterious means, they continuously traverse the Tempest on their self-appointed missions.
Charon was the first Ferryman, granted his blade Siklos by the Lady of Fate, and charged with forming the Ferrymen. Each Ferryman was chosen by Charon and swore the Oath to safeguard souls journeying to the Far Shores or seeking Transcendence. Some Ferrymen journeyed to the Far Shores, becoming known as the Shining Ones. In time Charon disavowed them, claiming they had fallen into foul ways. many Ferrymen, including Shining Ones, laid down their scythes and retreated into the Tempest.
Charon, perhaps, chose too well; as Stygia grew and the original reason for its creation became mired in politics and power plays, the Ferrymen all turned their back upon what they called Charon's Empire.
Ferrymen are rarely seen in groups; occasionally deep in the Tempest two Ferrymen are reported as meeting, or upon the Midnight Express. When three or more of their characteristic reed boats are drawn up at the Bay of Ripples on the Isle of Euridyce, the gossip lasts for weeks. It is worth noting no Legion has dared to violate the sanctity of the Isle of Euridyce to find out more, or if they have they are wise enough not to speak of it.
Ferrymen will often stop to aid those in true need; escorting them to where they need to be, even if they do not know it themselves. Succour by a Ferryman always has a price - be it a task, an Artefact or a debt to be called in at some future time. Breaking a promise to a Ferrymen is reputed to mark the corpus of the transgressor in some manner that other Ferrymen and some who have mastered Fatalism Arcanos can see. Wraiths bearing such marks are doomed to face the Ferryman's justice. it is only a matter of time.
What is not known are the motives for the errands the Ferrymen ceaselessly undertake.
